


| November 10, 2011 John Will was the Chief Steward for NTEU Chapter 153, JFK Airport for over 20 years. John passed away at his home on Wednesday, November 9th. There will be a service in his memory at: O'Shea's Funeral Home 603 Wantagh Ave Wantagh , NY 516 731 5550 Saturday, November 12th 2pm-5pm and 7pm-9pm. In lieu of flowers the family requests donations either to the American Cancer Society or an arts organization or public library which John loved so much. October 7, 2011 UPDATE ON AWS As all of you know AWS has been an ongoing and seemingly endless process. Management contends that AWS can only work on a very small scale in certain work units such as cargo. The Union flatly rejected the AWS proposals submitted by management. We made counter proposals that were almost identical to those of our sister port in Newark, where AWS is available to any employee who wants it. The institution of this program has enabled Newark to realize a cost savings of approximately $500,000 per year. Management contends that JFK and Newark are not comparable but has never sufficiently explained why. In connection with our bargaining obligation, I asked management for certain information so that the Union could do its own independent study and come up with a satisfactory resolution . One of the items requested was the "cost calculator". The calculator is used to determine the efficient use of funds and cost savings on overtime, through the implementation of AWS. Management has purposely dragged this out as long as it could. Once they finally did concede that they had to give it to us, they refused to give us the code information on how it was built. This code information (including its suppositions) is crucial in that the cost calculator contains a section labeled "idle man-hours" which serves to reduce the potential overtime savings realized by full implementation. It appears that the calculator is purposely programmed to provide a misleading prospective on the cost savings of the AWS program. The Union is well within its rights to have this information and the fact that management refused to release it, is clearly intentional and counterproductive. The Union has taken this complaint to the Federal Labor Relations Authority (FLRA), the Agency responsible for investigating federal labor law violations. The FLRA has agreed with the Union and has charged management with a labor violation. A hearing date has been set for the agency to litigate the matter. The issuance of a complaint in this matter is very significant in that the FLRA investigates thousands of cases annually but brings few complaints forward. AWS has been an unfortunately long journey that management continues to drag out. I will keep pursuing these issues to the highest levels possible to ensure we have all the tools we need to formulate the best AWS agreement we can, rather than settle for a few crumbs from management's table. |
